Victor CarrascoPipeline Health CEO Robert Allen and Los Angeles Market COO Patrick Rafferty announced today that Victor Carrasco will return to the health system as Chief Executive Officer of Memorial Hospital of Gardena effective May 1. Victor will be on the job Monday, May 1.

Carrasco previously served Pipeline as CEO of East Los Angeles Doctors Hospital (2019-2022). During his tenure at East LA, he managed more than 20 physician contracts, including services contracts for the ED, anesthesia services and hospitalists. Carrasco e also managed $3 million in capital expansion projects and equipment to improve the physical plant and hospital operations.

Under his leadership, the hospital passed more than 33 regulatory surveys including those with The Joint Commission and CMS, as well as state surveys and Medi-Cal surveys.

Last year Carrasco was recruited to Providence Milwaukie Hospital in Milwaukie, OR, where he has served as CEO and COO of that general acute care facility. He has worked with 650 employees and 350 medical staff physicians at that hospital.

Among Carrasco’s contributions to Providence Milwaukie Hospital, he recruited three general surgeons and two orthopedic surgeons, four gastroenterologists, and eight ob/gyn providers–resulting in the achievement of 99 percent of the budgeted inpatient and outpatient surgeries for 2022.

In addition, Providence Milwaukie Hospital received the five-star recognition from CMS for patient safety and a Leapfrog Score of A for 2022.

In a memo to Pipeline Los Angeles employees and physicians, Allen and Rafferty described Carrasco as “a great fit for the challenges and opportunities to enhance the patient experience at Memorial Hospital of Gardena while building strong relationships with the employees and physicians who work there.”

They added, “He is a strategic and decisive leader with more than 15 years of diverse experience in hospital systems, ambulatory care facilities, managed care organizations, multi-specialty and multi-location physician group practices and management service organizations.”
